Paragraph 3.3.2  Data collected

148. The data controller shall only collect personal data that are strictly necessary for the processing.

149. There is two types of data to be considered:

• − data relating to participants and vehicles;

• − technical data from vehicles (instantaneous speed, etc.).

150. Scientific research linked to accidentology justifies the collection of the instantaneous speed, including by legal persons who do not administer a public service in the strict sense.

151. Indeed, as noted above, the EDPB considers that instantaneous speed collected in the context of an accidentology study is not offence-related data by destination (i.e., it is not being collected for the purpose of investigating or prosecuting an offence), which justifies its collection by legal persons who do not administer a public service in the strict sense.
